Biography

Although there is no record of when Phelpes became a freeman of Wells, he undoubtedly was a burgess of the town by the early 1360s. As such he witnessed several deeds there between 1361 and September 1387. Before November 1373 he had been made an executor of the will of Agnes Ferrour, and in this capacity he sold her property in Grope Lane to the dean of Wells.
