b. 21 Feb. 1748, 2nd s. of Thomas, 2nd Earl of Effingham, by Elizabeth, da. of Peter Beckford of Jamaica, sis. of Julines, Richard, and William Beckford; stepson of Sir George Howard.  educ. Eton 1755-62.  m. 14 June 1785, Harriet Elizabeth, da. and coh. of John Marsh, of Waresley Park, Hunts., s.p.  suc. bro. as 4th Earl 19 Nov. 1791.

Biography

Howard sat for Steyning on the interest of Sir John Honywood, who was connected politically with Lord Effingham. He voted for Sir Elijah Impey’s impeachment, 9 May 1788, and with Pitt on the Regency, and is not known to have spoken in the House.

He died 10 Dec. 1816.
