Biography

Phelips was returned for Somerset unopposed. William Adam listed him as ‘doubtful’, but in fact he was a staunch supporter of Pitt; moved the Address, 25 Jan. 1785; voted for Pitt’s scheme of parliamentary reform, 18 Apr. 1785; for Richmond’s fortifications plan, 27 Feb. 1786; and with Pitt throughout the Regency crisis, 1788-9. Only one other, unimportant, intervention by him in debate is reported in the Parliament of 1784-90.

He died v.p. 5 Aug. 1792.
