Biography

Harcourt succeeded to his brother’s seat for Westbury on the Earl of Abingdon’s interest in 1800 and was like him a supporter of administration. On 8 May 1801 he spoke in favour of the bill to exclude the clergy from Membership. He cleared the gallery on 20 May when Grey called for an explanation of the omission to award honours to Admiral Parker. He was a critic of the debtors bill, 21 May 1802. He did not seek re-election in that year or subsequently. He died 21 Feb. 1810.
